TX and LA challenge the Federal Government over a recent policy that prioritizes groups of undocumented people in the US including suspect terrorists and people who have committed serious crimes. 

Homeland Security argues that because there are over 11M undocumented people eligible for deportation, it is also physically impossible to proceed.  The States claim financial hardship to comply with the second part of the new policy, keeping undocumented people in detention.
