SUMMARY:Ratification 22nd Amendment Limiting the Presidency
DESCRIPTION:The 22nd Amendment was passed in 1951.  Its history has a few very colorful anecdotes.  For example\, President Grant was certain he could win a third election.  In those days the candidate for a party was chosen by votes of delegates to their Convention.  In 1880 the first 35 votes were indeterminant.  Grant’s enemies joined forces to oust Grant on the 36th vote.  James Garfield became the Republican candidate for 1880.  He was assassinated after 200 days in office.  Read more>>> \nSection 1 \n\n\n\nNo person shall be elected to the office of the President more than twice\, and no person who has held the office of President\, or acted as President\, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once. SUMMARY:Ratification of the 14th Amendment Insuring Citizens' Rights
DESCRIPTION:The 13th\, 14th\, and 15th Amendments to the Constitution are also called the “Civil War Amendments.”  The 14th was ratified in 1868 making 2023 its 155th anniversary.  Unlike many\, the 14th Amendment is quite wordy and is comprised of five sections. It is also involved in many litigations. \n\n\n\n\n\nSection 1 includes the familiar phrase “… nor shall any State deprive any person of life\, liberty\, or property\, without due process of law;….”\nSection 2 addresses federal elections\, apportionment of House members and citizenship. for all male citizens > 21 years.\nSection 3 described the circumstances of insurrection and rebellion.\nSection 4 makes illegal debts claimed for either aiding insurrection or claiming the loss or emancipation of a slave.\nSection 5 awards Congress the power to enforce these provisions. \n\n\n\n\n\n

SUMMARY:Ratification of the 20th Amendment Reducing Lame Duck Period
DESCRIPTION:Initially\, Congress and the Presidency changed on the same day\, March 4.  The 20th Amendment was passed in 1933 moving each earlier on the calendar.  Congress begins on January 3 and the Presidency on January 20.  The amendment also made clear that should the elected President die between the election and January 20\, the Vice President should be inaugurated as a President would be.  The First Federal Congress in 1789 began on March 4 in deference to winter traveling and  shortening the decision time should there be a tie in the electoral college.   FDR was the last President installed on March 4. \nThe full text is long so it’s not copied here.  Read more>>>

The forums will be hybrid. They will be hosted in the Library’s Large Meeting Room and will be live-streamed on YouTube. There will also be a video of the forum available after the forum is over.
