The process began with a bill spearheaded by Senator Kirsten Gillibrand and Representative Jackie Speier (shown in the picture below). The legislation was part of a broad defense policy bill in late 2021.  It mandated a presidential order after two years to change the code from 1954.  This order was signed today.

It strips commanders of their authority over cases of sexual assault, rape, and murder to ensure prosecutions that are independent of the chain of command.
