15th Amendment (1870) granted citizenship to all, regardless of race. That said, tribes didn’t have citizenship until the Snyder Act of 1924 admitted communities born in the U.S. to full U.S. citizenship. Still, many didn’t participate in elections because the Constitution left it to the states to decide who has the right to vote. Native Americans suffered as African Americans with literacy tests, poll taxes, etc.
