The Casper-Star is suing two towns — Bar Nunn and Mills. The towns no longer wish to publish legal notices in print. Mills and Bar Nunn both passed ordinances in 2021 designed to exempt them from publishing in a newspaper and instead put their public notices online. Newspapers were impacted financially.
