The League of Women Voters of Wyoming is following and monitoring bills that meet our criteria for priority areas. Elections and Voting Rights is one of them. Today at noon, the legislators will vote to add HB 156 and 157 that will make it harder for voters to register and vote. Please read our Issue Summaries below for details on the bills. Bill Number: HB 156

Bill Name: Proof of voter residency-registration qualifications

Issue Summary: This bill adds a new 30-day residency requirement for potential voters. It requires that a “qualified elector” must be a resident of Wyoming for at least 30 days before an election. The bill creates a new definition of “proof of residence” and mandates that county clerks cannot register a person if they do not produce proof of their residence. This would disenfranchise qualified electors whose address is a post office box or who don’t have a permanent address or utility bill.

Action: Contact members of the House Corporations Committee and ask them to reject this bill, which adds restrictions to people’s constitutional exercise of their right to vote – without any benefit to the integrity of our election system. Having a permanent residential address should not be a requirement to vote.

Bill Number: HB 157

Bill Name: Proof of voter citizenship

Issue Summary: This bill modifies Wyoming’s election laws to require explicit proof of US citizenship when registering to vote, with a Wyoming driver’s license, tribal ID, state-issued ID consistent with the REAL ID Act, US passport, citizenship certificate, and a long list of acceptable documents. Currently, county clerks already screen voter applications for several eligibility requirements, including citizenship.

Action: Contact members of the House Corporations Committee and ask them to reject this bill as unnecessary and potentially discouraging people from registering to vote by imposing these requirements.
