Secretary Gray strongly suggested to the County Clerks in a recent letter that drop boxes are illegal under existing state statute.  Specifically, he worries that statutes about absentee voting do not expressly mention drop boxes.  He explains that drop boxes are a result of a flawed COVID response.  This part of that statute is short.  See the Gray letter, read W.S. 9-113 below, and then ecide for yourself:

Upon receipt, a qualified elector shall mark the ballot and sign the affidavit. The ballot shall then be sealed in the inner ballot envelope and mailed or delivered to the clerk.

“2000 Mules” was seen as a documentary showing the danger of drop boxes.  Secretary Gray deflected a question about whether that film influenced his thinking.  Read more>>>
