This question arises from testimony before the Joint Education Committee and the trial between WEA and that state. The long-time expert, Christina Stoddard, who studies WY educational statistics, was called to testify against the state.
WEA claims that the state knowingly underfunds the schools. Since the largest portion of a school’s budget is related to salaries, good hiring data would help answer some questions. Is there a pattern to the shortages? Will increasing salaries alleviate this? Dr. Stoddard (pictured below) said she’s unable to answer these questions in the absence of good data.
