The bills affected today are those that have:

1. Passed from the chamber in which they originated
2. Read in the 2nd chamber and assigned to a committee
3. This committee discusses and even amends the bill until they are ready to advise their chamber to either pass or not pass the bill.
4. The 2nd chamber receives the recommendation, may discuss or amend it and take a vote.  This “committee of the whole” is called COW.
