Since 1949, qualified WY landowners have received hunting tags in exchange for allowing wildlife to forage on that land. Land ownership is more complex than it was in 1949, and there are often multiple owners, and they want to sell those tags. Meanwhile, other hunters complain there are too few tags for the public lottery.
