At their 80th session, the NCAI voted down an amendment that would exclude tribes not recognized by the US Federal government.

574 tribes are federally recognized to self-govern and have a special relation with the US government.  The amendment named 24 groups accepted by at least one state, including the incredible example of the Chinook.
