7 states require proof of citizenship to register to vote. ONLY Wyoming requires them to update a registration.
There are approximately 12M green card holders (permanent residents) who can’t vote in federal elections—presidential and congressional. Specific municipalities in California, Maryland, and Vermont allow some non-citizens to vote in local elections. For example, San Francisco resident parents with children in the SF school district may vote for the school board candidates. Washington, DC, also allows non-citizen voting in their municipal election.
